BIMSTEC has moved closer to operationalising its Technology Transfer Facility in Sri Lanka following the signing of a Host Country Agreement between the Sri Lankan Government and the BIMSTEC Secretariat on 11 September.
The agreement was signed by M. L. Gammampila, Acting Secretary, Ministry of Science and Technology, Sri Lanka, and BIMSTEC Secretary General H.E. Indra Mani Pandey. It marks the final step towards establishing a functioning regional mechanism aimed at facilitating technology transfer and strengthening cooperation in science, technology and innovation among BIMSTEC member States.
A Governing Board for the Facility has already been constituted and held its first meeting virtually on 3 August 2026. Sri Lanka, as the lead country for Science, Technology and Innovation and host of the Facility, will coordinate with member States and the BIMSTEC Secretariat to develop a common Intellectual Property Framework to facilitate regional technology transfer.
Sri Lanka will serve as the institutional anchor for operationalising the Facility and is also expected to announce the appointment of its Executive Director at a subsequent Governing Board meeting.
TNH TAKE: The Facility could provide BIMSTEC with an institutional mechanism for converting regional science and technology cooperation into practical technology-sharing frameworks across the Bay of Bengal region.
